Users have a software token the can put on their preferred device. I have a service provided by Thales which we use to authenticate access to our VPN.

And most of the calls you do get would be answered by sending them the PDF you wrote. You'd be able to do all the prep work and create your handout in an afternoon and it would save you on dozens (hundreds?) of support calls in the future.

There are also third party plugins galore, these would probably be much easier to use than KeePass (though possibly harder for IT to manage). +1 for KeePass even though I agree that it's not super-easy to use, and that means your users will probably just give up quickly and stop using it.
